The Failure of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the presentation of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The succession of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are conducted: hopeful statements are delivered from various governments. Immense energy is expended on restraining particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from enemy soil, a capability enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense thundered: multiple launches targeted at a incoming threat. This was a sophisticated defense system at work, presumably provided by Western nations. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly becomes sober acceptance: perhaps the approaching threat won't cause damage this time, sparing the city from ruin and further power outages.

Continuous Dangers

Following this, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a defensive team – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its objective.

With pauses, this persisted until dawn. Kyiv faced the daybreak reports: seven people killed, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on Western support – a dependence that regional partners are clearly incapable to replace in the near term.

Failed Diplomacy

The 28-point plan from US administration sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new initiative from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually secure success. This cycle will, no doubt, continue.

Political Considerations

It is easy to blame specific actors of consistently pushing Russian terms. But that does not seem to be the whole story. American leadership operates on a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is unfeasible to force Russia to surrender the areas that it already controls in Ukraine's south or east.

The problem is that while acknowledging this situation, American administration does little to discourage Russia, through statements or actions, from thinking that the current condition will not shift further in its benefit in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will persist as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but averting a total frontline collapse until situations evolve in its benefit.

Existing Situation

Factually, there are no real preconditions for a truce. Now, subjective factors are entering the equation: personal goals to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, current information leaks, all served their function.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they remain united and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on sustained allied backing.
